Apply two coats, this is something that may have not occur to you but even if the eyeliner is very black add a second coat to get really well to the roots of the lashes and also to seal it on place, it will last longer,
Use a eye primer, not only can work with eyeshadow, use eye primer also with eyeliner that will create a smooth soft base and the eyeliner will slide better,
Remove the shine before, if you have oily lips dry them out before starting with the eyeliner, applying loose powder will absorbe the excess oil,
Don’t forget about the upper waterline, add a touch of the liner or a black pencil on the upper waterline to avoid part of the skin from showing off and it will make it opaque and more beautiful,
